A casino tycoon who has long denied links to organised crime has been approved by Oxford University’s ethics committee to make one of its biggest publicised individual donations.Stanley Ho, an 85-year-old billionaire known as the “King of Gambling” in Macao, has given £2.5 million for improving Chinese history research and teaching at Pembroke College. The gift comes as Singaporean and American authorities scrutinise links between Mr Ho, his daughter, Pansy, and major casino developers.
Mr Ho, who has fathered 17 children, has attracted vigorous personal criticism as he has tried to expand his empire around the world but has never been charged with any crime.
He long enjoyed a monopoly in Macau, an enclave nicknamed the Monte Carlo of the East, and is still the major provider there. Macau’s casinos have been fighting to shake off a reputation as targets for activity by Chinese triads.
American authorities began scrutinising Pansy Ho when she announced a joint venture with MGM Mirage, a Las Vegas casino operator. The Nevada Gaming Commission approved the deal after being assured that her father would not prosper from it. Ms Ho is still being examined by gaming enforcers in New Jersey, where MGM Mirage operates the Atlantic City hotel-casino.
The Singapore Government became alarmed when Mr Ho announced a venture with the Genting group of companies this year. Lee Kuan Yew, Minister Mentor, said: “When Genting was going to take on Stanley Ho as a partner, we indicated that its casino licence may be at stake. We don’t want any of the activities that goes on in Macau here.”
In the Philippines, Mr Ho declined to be questioned by the public order and security committee investigating alleged links to organised crime. “These reports only say that I know some triad members,” he told the South China Morning Post in 2000. “Well, maybe you have come across some. To be associated with or to know someone is completely different.”
Mr Ho was reported to have failed to get a licence for a casino in Sydney in 1986. He later blamed Australia’s “racist” policy for damaging foreign investment.
Oxford University said that the gift would pay for a new lectureship and tutorial fellowship as well as initiatives in Chinese studies. Mr Ho’s spokeswoman said: “He wishes to strengthen the academic bridge between the UK and China in further-ence of his long-standing interest in supporting education.”
Oxford University’s press release described him as “Dr Ho”, although Forbes, crediting him with a $7 billion fortune and a place as the world’s 104th richest man, says he is a Hong Kong University dropout. His spokeswoman said that he was forced to give up his studies by the Japanese occupation but was awarded an honorary doctorate by Macau University in 1984. He was appointed an OBE under Margaret Thatcher in 1989 for philanthropy.
Niel Bowerman, students’ ethics officer at Oxford, said: “To have your education financed by gambling is ridiculous.”
However, the university insisted that the gift was vetted by its Donations Review Acceptance Committee, chaired by the Vice-Chancellor, John Hood. Its members are Lord Butler of Brockwell, Master of University College and ex-Cabinet Secretary for the Thatcher, Major and Blair administrations; Julian Savulescu, Uehiro Professor of Practical Ethics; Sir Victor Blank, banker; An-drew Goudie, Master of St Cross; and Jon Dellandrea, the Pro-Vice Chancellor.
Mr Ho’s spokeswoman said he “denies strenuously any allegations that he is involved in organised crime. Dr Ho has never been charged by the authorities anywhere and he takes such accusations extremely seriously.” His companies had always cooperated with authorities fighting crime and triads, she said, and Macau’s gaming industry was highly regulated.
