It is when a player tends to lunge in quickly to make a tackle which can often result in a foul or that the opposition player has a chance to dribble round this player.

"Dives into tackles" - means that a player will tend to jump straight into a tackle rather than trying to time a tackle or push a player wide.
"Does not dive into tackles" - means a player will stand off the player with the ball and try and push him wide or try and time the tackle better.
It has nothing to do with diving to gain a free kick/penalty.
