不能徵召入國家隊

我執教的英超球會青年軍出現了一個香港球員，但不知為什麼不能徵召入國家隊，只能獲取球員報告。
他沒有被英格蘭徵召，應該和年齡無關吧，因為我國家隊中也有球員只是16歲

do you mean you can't pick him into Hong Kong team?
I believe the reason is that he has "declared for England" instead of HK, that's why you can't pick him.
