Or they can do neither: Soccernet's choice as the finest acquisition of the last 12 months has simply proved an outstanding addition to his club and provided great value for money. But he is not alone among arrivals in meriting acclaim, or praise for the manager who spotted him.10. Kenwyne Jones 簡韋恩鍾斯 辛特蘭 6M(Sunderland, £6 million)
Seven Premier League goals may appear a meagre tally for a £6 million striker, but the covetous glances directed at the Sunderland target man provide a greater indication of his impact. The comparisons to Didier Drogba don't always seem far-fetched yet, last summer, Jones was wanted at Derby. Having spent much of the season either alone in attack or accompanied by a succession of substandard partners, Jones' contribution goes far beyond his goal tally. Indeed, his total of 10 assists means the Trinidad & Tobago forward was involved in the majority of Sunderland goals. Without him, it is hard to envisage them surviving.
9. Martin Petrov 馬田柏杜夫 曼城 4.7M(Manchester City, £4.7m)
Had this list been compiled at Christmas, it might have been dominated by Manchester City players. As it is, Sven-Goran Eriksson is still in credit, with all bar Thaksin Shinawatra, for his signings and Petrov, the speedy, direct Bulgarian, ranks as the pick. While several sides deploy right-footed players to cut infield from the left, an out-and-out winger such as Petrov provides a contrast and there are few better outlets on that flank in the Premier League. It is notable, too, that many of City's best attacks emanate from his flank. A bargain.
8. Wilson Palacios 柏拉斯奧斯 韋根 1M(Wigan, £1 million)
Choosing your friends wisely can make choosing your players much easier. Steve Bruce heeded Arsene Wenger's advice to take Wilson Palacios to Birmingham. When Alex McLeish then showed he didn't share his predecessor's admiration of the Honduran, Bruce brought him to Wigan. Without him, it is entirely feasible Wigan would have been demoted and Birmingham had stayed up. Instead, the energetic midfielder has played an integral part in Athletic's transformation from relegation strugglers to in-form survivors and a succession of forceful displays have elevated his reputation to such an extent that it is now suggested Manchester United and Liverpool are watching him.
7. Phil Jagielka 積基卡 愛華頓 4M(Everton, £4 million)
No one raids the Championship with quite such cold-eyed acumen as David Moyes. After well-judged moves for Tim Cahill and Joleon Lescott, he marked Sheffield United's relegation to the second tier by parting the Blades from their best player. After a gradual introduction to the Everton team, Phil Jagielka has become an essential ingredient. His speed and reading of the game have been particular features of the centre-back's season.
6. Lassana Diarra L.迪亞拉 樸茨茅夫 5.5M(Portsmouth, £5.5 million)
It is as much a triumph of Harry Redknapp's powers of persuasion as his scouting. Such was the demand for Lassana Diarra that it was evident he was an emerging force as a midfielder. Redknapp convinced him to choose Portsmouth and the Frenchman has been outstanding. It is likely that such a class act will not be at Fratton Park for long but, besides a hefty profit, Diarra will leave a legacy; arguably his best performance to date was at Old Trafford so, should Portsmouth win the FA Cup, he would merit much of the credit.
5. Carlos Tevez 迪維斯 曼聯 費用不詳(Manchester United, undisclosed)
Manchester United have not always had a happy history with South Americans, but the future could be very different. Anderson should more than justify his £18 million fee while another short, stocky figure has also attained cult status at Old Trafford. It is not so much Carlos Tevez's goal tally - a respectable 18 - as their significance and timing. His late equaliser at Blackburn showed that the small man with the fondness for the big occasion might just have scored the most important goal of the title race.
4. Sylvain Distin 迪斯天 樸茨茅夫 免費(Portsmouth, free)
The best Bosman signing of last summer. It is to Distin's credit that, having formed one outstanding central defensive partnership with Richard Dunne at Manchester City, he has quietly established another with Sol Campbell at Portsmouth. Distin's speed and silky style make him the common denominator and, like David James, he is a major reason for Portsmouth's greater resilience and vastly improved record on their travels. There are many examples of the strength in depth of French football, but one is that Distin will not be going to Euro 2008.
3. Bakary Sagna 沙格拿 阿仙奴 6M(Arsenal, £6 million)
For many, Emmanuel Eboue was the pick of the Premier League right-backs. Ruthlessly, Arsene Wenger exiled the Ivorian to midfield to import a superior alternative. Bakary Sagna, more dependable in defence and suitably enthusiastic when overlapping, has proved an outstanding use of £6 million; some in North London may reflect that Tottenham paid £2 million more for his Auxerre team-mate, the hapless Younes Kaboul. Sagna's place in the PFA team of the season was fully justified.
2. Fernando Torres 費蘭度托利斯 利物浦 26M(Liverpool, £26 million)
For all the millions Liverpool have spent over the years, it is a long time since they signed a genuine superstar. But watching Fernando Torres glide past defenders with conspicuous ease and finish with characteristic precision is to witness one of the world's outstanding strikers in action. Revered at Anfield already, passing the 30-goal landmark in his debut season in England is a phenomenal achievement by the Spaniard. The next challenge is to score more away from home.

Mark Hughes has done it again. Strikers of his stature ought to be excellent judges of their fellow forwards, but few have proved it like the Blackburn manager. Twelve months after Benni McCarthy was one of the outstanding signings of the 2006-7 season, Roque Santa Cruz arrived at Ewood Park perfectly suited to both English football and Blackburn's style of play. A total of 23 goals is a remarkable return and, while he may not have outscored Fernando Torres, he arrived for a fraction of the cost. The more money there is in the Premier League, the greater scope for it to be wasted. That, at least, is one interpretation of the dealings of the last 12 months. Instead of the 10 worst buys, it could have been a selection of at least 30, though that would not have made more happy reading for Sam Allardyce, Lawrie Sanchez or Damien Comolli.There would have been unpleasant moments, too, for Roy Keane, Alan Curbishley and whoever has been responsible for Chelsea's recruitment for the last 12 months while, in the interests of not inflicting still further pain, Derby's arrivals were ignored altogether. From a lengthy list of contenders, however, these signings stood out for the wrong reasons.
10. David Nugent 紐根特 樸茨茅夫 6M(Portsmouth, £6 million)
It seems a long time ago that the scramble for Nugent's services appeared to involve many of the Premier League managers. Rewind a couple of months and he was in demand in another division, with several Championship clubs eager to take him on loan. It was a sign of how far his star has fallen; his goal-a-game record for England appears likely to remain intact, because his form dictates another cap is unlikely. Nugent has the same number of Premier League goals as Alan Smith, though he did at least find the target in cup competitions.
9. Kieran Richardson 李察遜 辛特蘭 5.5M(Sunderland, £5.5m)
Crossing Roy Keane is a dangerous approach, yet it is something Kieran Richardson appears to do with impunity. While one or two of Keane's outbursts appear directed at his more ill-advised signings, Richardson seems a target of more than most. Besides a match-winning double against Portsmouth, his has been another season of underachievement and it is thought his attitude, as well as his performances, contributed to the omission from the 16 for the matches against Chelsea and Arsenal. Keane believes he requires a hefty budget this summer - presumably to replace some of his own recruits - but with the January arrival of Andy Reid, he has already improved upon Richardson.

Blaming Kieron Dyer for breaking his leg in just his third game for West Ham would be unnecessarily harsh. Faulting his manager for his choice of targets, however, is legitimate. Buying injury-prone players and then complaining when they get injured is hardly a foolproof plan and Alan Curbishley's willingness to sign Dyer, Freddie Ljungberg and Craig Bellamy last summer ignored their habit of spending extended spells on the treatment table.
7. Jose Enrique 荷西.安歷基 紐卡素 6M(Newcastle, £6 million)
It takes years to establish a good reputation, and a matter of months to destroy it. Sam Allardyce arrived at Newcastle renowned for his ability to sniff out a bargain and lauded for his knowledge of the European market. He departed with buys like Jose Enrique having given him a name for wasting money. For £6 million, a left-back would be expected to be amongst the best in the league; the clumsy, slow and often omitted Enrique certainly wasn't that, with midfielder Charles N'Zogbia often preferred to play out of position. It is no surprise that a left-back figures prominently on Kevin Keegan's summer wish-list.
6. Hameur Bouazza 保亞沙 富咸 3.5M(Fulham, £3.5 million)
Lawrie Sanchez's occasional interviews invariably involve mentions of overhauling Fulham on a huge scale with the implication that his was an unfinished job. But for Roy Hodgson, however, the wholesale importing of Championship players for excessive fees almost transformed them from a Premier League to a lower-division club. Bouazza, the £3.5 million winger from Watford, was, like Lee Cook and Seol Ki-Hyeon, one of several players Sanchez signed to play on the left flank who made no discernible impact. He was, however, a conspicuous absentee from the team whose remarkable resurgence ensured safety.
5. Titus Bramble 巴布爾 韋根 免費(Wigan, free)
Chris Hutchings' first venture into management was notable for the lengthy and lucrative contract offered to Benito Carbone, almost bankrupting Bradford. At least the Italian was a genuinely high-class player; Bramble, granted a three-year contract at Wigan, is not. While he remains an easy target, there are reasons why; the terrible blunder 27 seconds into Steve Bruce's reign to give Manchester City the lead, for instance. It is no coincidence that Wigan's defensive record improved and their survival was secured when Bramble was dropped.
4. Steve Sidwell 薛維爾 車路士 免費(Chelsea, free)
Signing a £9 million defender who never plays - the lesser-spotted Branislav Ivanovic - ranks among Chelsea's more bemusing deals, but others are still stranger. When Steve Sidwell was signed, the question many posed was: 'Why?' Twelve months on, no satisfactory answer has been proffered. To the benefit of his bank balance and to the detriment of his career, Sidwell is a particularly well remunerated reserve. At best, he is Chelsea's sixth-choice central midfielder at a club blessed with options in the centre of the park. And after Khalid Boulahrouz's unfortunate experiences, Sidwell's Chelsea career does not bode well for the next man to inherit the No. 9 shirt.
3. Darren Bent 戴倫賓特 16.5M(Tottenham, £16.5 million)
In Darren Bent's defence, he rejected a more profitable deal from West Ham to join Tottenham. That, though, is where the credit ends. Apart from being an utterly unnecessary addition to a squad blessed with striking options and costing an inflated fee, Bent helped create the impression that Tottenham was a club with more money than sense and represents another triumph of Damien Comolli's recruitment policy. Eight goals is not a disastrous tally but, for £16.5 million, they hardly provide value for money. Clearly an inferior player to Robbie Keane and Dimitar Berbatov, neither does Bent.
2. Greg Halford 夏福特 辛特蘭 2.5M(Sunderland, £2.5 million)
Perhaps it summed up Greg Halford's undistinguished Sunderland career that, after he was sent off against Fulham, his team-mates fared better with 10 men and equalised. The conclusion - that Sunderland were a superior side without Halford - didn't seem lost on Roy Keane, who later shipped him out on loan to Charlton in January. There, his season got still worse when he was singled out for criticism after being a member of a defence breached five times by Blackpool. Halford's nine Sunderland games included two red cards, but no indication that the ponderous right-back is ready to play Premier League football. He might not again.
1. Alan Smith 阿倫史密夫 紐卡素 6M(Newcastle, £6 million)
Alan Smith has the remarkable distinction of failing to score a goal all season while, for much of the campaign, being the man who had committed most fouls in the Premier League. Among many possible nadirs, the most recent came against Chelsea when Smith came on, proved unable to hold the ball up and duly lost Michael Ballack for the first goal. Despite his continued inability to trouble opponents - apart from upending them - it was remarkable that Sam Allardyce, in perhaps his worst decision, made him captain while Steve McClaren continued to include him in England squads. Newcastle owner Mike Ashley started the season in a Smith replica shirt.
