Manchester City have offered Raul a mega-deal to try and tempt him away from Real Madrid as they start their rebuilding programme in earnest during the summer, according to a report.
Los Merengues' captain knows that he could earn €40 million over four years if he chooses to end his 17-year association with the Spanish giants and move to England.
Contact has been made with Raul's agent Gines Carvajal by people working on behalf of City owner Sheikh Mansour, Marca state.
With a new president set to take the reins at Madrid in the summer, Raul has been the subject of rumours that he will be one of the players who are asked to move on.
Florentino Perez is the clear favourite to regain the helm at the Bernabeu and he could well tell the striker that his time at the club is up as he looks to reconstruct the squad.
Raul was critical of Perez's Galactico scheme after he had resigned as president in 2006, and that has not been forgotten; now City are hoping to give the player a way out.
Marca have called upon Raul to remain with the club and retain his status as a club legend, but the 31-year-old has not forgotten how Perez treated Fernando Hierro when he gave him a free transfer in 2003.
City have the multi-millions of their new Middle Eastern owners to spend and will make Raul one of the icons of their side after he was recommended to the board by Robinho.
It would be an incredible move and one that would seem unthinkable were it not for the changes that are set to take place at Real Madrid in the summer.
