Manchester United reportedly agreed to pay £25.5m for Carlos Tevez in a meeting with Kia Joorabchian on Wednesday.
Chief executive David Gill met with Joorabchian for two hours and reports suggest United are finally prepared to pay the price agreed two years ago at the start of the Argentine's loan spell.
Joorabchian will now talk to Tevez, who is on international duty, but there are suggestions he will snub United to join Manchester City for higher wages and more first-team football.
The Daily Telegraph suggests that City are prepared to pay Tevez £130,000 a week and meet the £32m asking price - a deal obviously more attractive to the Argentine's owners.
City boss Hughes has admitted his interest in Tevez, saying: "Carlos Tevez is a good player and, when good players become available, obviously every manager is interested."

Manchester City are among the clubs rumoured to be chasing Lucas Neill's signature after the Australia defender opted to leave West Ham.
The Hammers made a "significant offer'' to the out-of-contract full-back, 31, who was keen to secure a 12-month deal in order to take him up to next summer's World Cup in South Africa.
However, Neill, who controversially turned down an offer from Liverpool to join the London club in January 2007, rejected their proposal in order to pursue "other opportunities'', according to West Ham's website.
Joining the former Blackburn player through the Upton Park exit are Diego Tristan, Lee Bowyer, Walter Lopez, Kyel Reid, Tony Stokes and Jimmy Walker.
In addition, the loans of Jan Lastuvka, Radoslav Kovac and David Di Michele have ended and will not be renewed.

其實tevez自已都有離心:( Blackburn manager Sam Allardyce is close to sealing a ?2.5million deal for Newcastle striker Alan Smith.
Allardyce, who has rejected a ?2m offer from Olympiakos for Matt Derbyshire, has been targeting the ex-England man since he took over at Ewood Park.
Newcastle are desperate to offload Smith following their relegation and may help contribute to his ?60,000-a-week wages.
Smith failed to make an impact despite being bought from Manchester United for ?5m.
Allardyce is convinced the one-time England front man could be a bargain priced replacement for the departing Roque Santa Cruz.
Derbyshire, meanwhile, wants to return to Olympiakos but Rovers have demanded closer to ?5m for the 23-year-old.

According to the Sun, negotiations are taking place with Ajax general manager Rik van der Boog for the 23-year-old Belgian centre-back.
An Ajax source is quoted as saying: "It's true. He's a very good player and could certainly be a success at Arsenal."
While Vermaelen looks to be on his way to the Emirates, Emmanuel Adebayor could be leaving, with AC Milan once more linked with the Togo international striker.
The Sun reports that Milan will bid £15m for Adebayor as they look to offset the impending departure of Kaka to Real Madrid.
The Rossoneri have courted Adebayor in the past and had a £25m bid for the 25-year-old rejected last summer.
The striker has since suffered an alarming dip in form, though, and was even booed by sections of Arsenal supporters towards the end of the season.
Adebayor scored 16 goals in all competitions this time round, which is a big drop after netting 30 goals the season before.
