It depends on which league you're engaged with.
For EPL, agree with andres_tabris that Rodwell is a good choice.
He may not be the top one by year 2010 but keep his growth and solid performance till 2014-15.
Note: I'm playing FM2010 ver 10.3

If you playing Liverpool, you cannot buy him when he is in Everton!He transferred to West Ham in 2010-12.I bought him on next year with 4 years deal.But I cannot renew the contract in year 3.He is happy at club but he said he has personal problem.In guess because he was a Everton player.
