The 19-year-old attacking midfielder starred for Rennes as they finished seventh in Ligue 1 last season.
While still under contract for another year at the Stade de la Route-de-Lorient he looks poised to follow coach Laszlo Boloni out of the club.
"I have Milan in my mind," he told Gazzetta dello Sport. "I've broken my ties with Rennes.
"For the whole season they ignored my agent's requests. Rossoneri, Arsenal and a few French clubs looked at me. I know Wenger never had any problems investing in young players.
"My agent spoke with him, while I personally went to Milan's headquarters some time ago. There I realised the players really have the right conditions to give their best.
"I have already made my decision and it's Milan. Now the two clubs must find an agreement.
"After two seasons as a regular at Rennes I have nothing to prove here. So I want another challenge with a huge club, to improve and give the coach a headache with team selection."
Rui Costa's departure from Giuseppe Meazza has left a vacancy an attacking midfielder with the Serie A giants, as they push for the title in the coming season.
