You had better to sign the cheapest, useful to your squad and famous star to fulfill the Board requirement as you are a FM.
On the other hand, after your BoD signed 2 super stars, your team still have $22M. Not too bad. The BoD must sign some stars in according to their favourite provided that they haven't any further planning on stadium expansion. Furthermore, for the Financial Director, he will find the shirt sale income increased after some big signing and potentially increase their sponsorship, TV revenue and rewards from Major competition.
