Shepherd hopeful on Roeder appeal
Newcastle chairman Freddy Shepherd is hopeful that he will be able to appoint Glenn Roeder as manager within days.
Roeder, 50, does not have the required Uefa Pro Licence to take the job but Shepherd hopes to persuade the Premier League to relax that regulation.
He has led Newcastle into the Intertoto Cup and Shepherd said: "Glenn has won the job, simple as that, end of story.
"I am sure my fellow chairmen and friends will support us in what we believe is a just case for Glenn."
Last Thursday the Premier League rejected Newcastle's request for dispensation to appoint Roeder as manager.
But Shepherd has continued to lobby his fellow chairmen after the Premier League agreed to accept the result of a vote on whether or not Roeder should be allowed to gain the Uefa Pro Licence while in the job.
Roeder had previously enrolled on the course when he was struck down by a brain tumour - and Shepherd is hoping that reason will help win the argument.
Under Roeder, Newcastle have taken 32 points from the 15 league games in which he was in charge.
He took over in a caretaker capacity in February following the dismissal of Graeme Souness and has led the Magpies to 11 wins in 17 games.
Retired Newcastle captain Alan Shearer backed Roeder to succeed as Newcastle manager.
"I hope he gets it because he deserves it," said Shearer.
"When he took over in February, if everyone was honest, we were looking at the other end of the table.
"Thatturnaround is a great credit to Glenn and to the rest of the players and he's worked so hard to get the club into Europe, he obviously wants a shot at it now, and rightly so.
"He's got the bug, he's got that winning feeling."

Pro Licence - your queries answered

In a nutshell:
To manage a Premiership club on a permanent basis (i.e. more than 12 weeks or in our case, 14 weeks by agreement) the head coach or team manager has to hold a Pro Licence.
Various exemptions have been allowed previously, but these expire in 2010 when it's no Licence - no job.

What is it?
A year-long course involving around 240 hours of work (distance learning, online learning and conference calls), beginning with an induction period and ending twelve months later with a residential study week, both at Warwick University.
The Pro Licence is the final step after completion of UEFA 'B' Licence then the UEFA 'A' Licence.
From what we can gather, Alan Shearer has his B and is en route to his A, while Glenn Roeder has both A and B - and had enrolled as part of the 2003 Pro Licence intake before withdrawing through ill health.

Since when has it been needed?
Agreement between the Premier League, Professional Footballers Association and League Managers Association was reached in 2000 to bring England into line with UEFA regulations.
The FA began running courses awarding the Licence, things moving in 2003, when the Premiership chairman agreed to making the qualification a mandatory requirement to manage at the top level in England.
An FA Coaching Diploma was awarded in 2003 to coaches with 10 years or more experience of being a manager or head coach or who attended the Diploma Course that summer.
By dint of that decade of service, diplomas were awarded to:

Sam Allardyce, Jimmy Armfield, Len Ashurst, Ron Atkinson, Alan Ball, Dave, Bassett, Ian Branfoot, George Burley, Mick Buxton, Frank Clark, Steve Clark, Arthur Cox, Alan Curbishley, Alex Ferguson, Brian, Flynn, Gerry Francis, Trevor Francis, Barry Fry, Bobby Gould, Dario Gradi, George Graham, Billy Hamilton, Ray Harford, T Hartley, Glenn Hoddle, Roy Hodgson, Brian Horton, Don Howe, Kevin Keegan, Joe Kinnear, Lennie Lawrence, Brian Little, Lou Macari, Roy McFarland, Colin Murphy, David Pleat, Harry Redknapp, Peter Reid, Bruce Rioch, Bobby Robson, Joe Royle, John Rudge, Dave Sexton, D Smith, Jim Smith, Walter Smith, Graeme Souness. Graham Turner, Graham Tayor, Terry Venables, John Ward, Neil Warnock, Danny Wilson.

Meanwhile taking advantage of the Diploma Course were:
Micky Adams, Keith Alexander, Kevan Broadhurst, Steve Bruce, Chris Coleman,
Andy Hessenthaler, Glyn Hodges, Ian Holloway, Paul Jewell, Andy King, Gary McAllister, Gary Megson, Ronnie Moore,
Mike Newell, Rob Newman, David O’Leary
Andry Preece, Peter Reid, Steve McClaren, Mick Tait

Those in the two lists above are OK to manage in the Premiership until 2010, but have to acquire the Pro Licence by then to continue doing so - as can be seen from the lists below, a number of them have already done this:

In addition other managers and coaches have completed the Pro Licence outside England include:
Roy Aitken
Rafa Benítez
Tommy Craig
Martin Jol
Jose Mourinho
David Moyes
Arsène Wenger

Other coaches holding the Pro Licence include:
Brian Eastick
Alan McDonald

If you're wondering where Martin O'Neill's name is, this article in the Guardian (7/4/06) may explain (references to the now-filled England job have been omitted):
Should Martin O'Neill take charge of Newcastle United or any other Premiership club he will have to combine the job with studying for his pro-licence coaching badge.
FA Premier League rules require all managers taking jobs in the top division to hold the Uefa pro licence but those already occupying such posts have until 2010. If they fail to obtain the licence within four years they will be dismissed.
Despite O'Neill's lack of the pro licence, he would be permitted to assume a Premiership post thanks to an exemption negotiated with the Premier League by the League Managers Association three years ago.
Selected managers boasting significant years of top-level managerial service were granted until 2010 to obtain the licence, provided they undertook a five-day coaching refresher course and thereby gained the newly created FA coaching diploma. O'Neill completed the refresher during his time at Celtic and, along with his badge-free peers Sir Alex Ferguson and Graeme Souness, was duly cleared to manage in the Premiership until 2010.
In contrast, Glenn Roeder will have to step down as Newcastle's caretaker manager two weeks before the end of the season as his lack of the blue-riband qualification bars him from managing a Premiership club for more than 12 weeks. This is despite the fact he boasts previous Premiership experience managing West Ham, holds an A licence and was studying for the pro licence when struck down by a brain tumour three years ago.
"We realised it was ridiculous managers of the quality of Sir Alex Ferguson and Martin O'Neill who did not have the pro licence and were not studying for it might be barred from the Premiership," said Frank Clark of the LMA. "So we helped arrange the FA coaching diploma. It would have been ridiculous for someone with all Sir Alex's experience to have to go through an onerous pro-licence course."
Ferguson is likely to have retired by 2010, but O'Neill could well be working at a Premiership club and need to complete a residential course at Warwick University, an overseas study trip and several assignments over a period of up to two years.
PS - we're still searching for when Reading manager Steve Coppell gained his licence (or diploma.)

就算路達咁順攤,都怕分工不清
到時只有舒隊長有say就弊
