Phillips is wanted by Sunderland and West Brom
West Brom have beaten Sunderland to the signature of striker Kevin Phillips from Aston Villa for ￡700,000.
The two clubs were given permission to talk to the 33-year-old after having bids for the player accepted.
Phillips was in the Villa squad to play Reading on Wednesday but manager Martin O'Neill has allowed him a speedy exit.
"We have signed a vastly-experienced player who has played at the top level throughout his career," Baggies boss Bryan Robson told
his club's website.
He added: "His anticipation to get himself a chance, and the quality he has got in converting those chances, are the reasons we have
brought him here."
Black Cats boss Niall Quinn will be disappointed at being rejected by his former strike partner.
With Sunderland bottom of the Championship, Quinn was keen to bring cult hero Phillips back to spark a revival at the Stadium of
Light.
In their classic little-and-large partnership, Phillips scored 130 goals in 235 appearances.
But he has chosen to go to The Hawthorns and signed a two-year deal after passing a medical.
Phillips spent only one season at Villa Park after moving from Southampton and managed just five goals in an injury-hit campaign.

Niall Quinn says he is close to bringing a "world-class" manager to Sunderland.
Quinn, who named himself as Black Cats boss just a month ago, is ready to step down and has revealed that he could have a new name in place by Monday, when Sunderland play West Brom.
The Sunderland chairman-manager spoke shortly after watching the Black Cats lose to Bury in the first round of the Carling Cup, his fifth successive defeat as manager.
Quinn said: "I stepped into this role because we didn't get the quality of manager that I thought we would. We are now getting very close to doing that.
"I will revert back to the role as chairman as soon as possible. I didn't like to put the players under pressure in the last month by saying I was still looking, but I know my role here is best as chairman.
"I would say that in the coming days, maybe over the weekend, we may have better news.
"We've tracked a would-be manager for the last four weeks and we're getting closer. I can't name him because there is nothing done yet.
"I would reassure the people of the commitment and the effort of the group of people that have backed this club. We think we have someone that will give the people the real lift that they need, and we will give him the budget that he deserves.
"It's been hard in the transfer market. We are way behind but I would hope by Monday I can say 70-30 that we will have a world-class manager in place."
Quinn added: "I've been working very hard behind the scenes, with my group, to get a new manager in place and he can't come quick enough.
"My players did fantastically well. It's a real kick in the teeth, we're out of the cup and that's bad for a new manager coming in.
"I made a decision that I would take over. I didn't want the players to know that it was a temporary effort. It's not worked, I'll admit that, and I'll revert back to chairman very shortly. We'll just have to get this manager over the line.

Sunderland today completed the £1.7m signing of Swedish international midfielder Tobias Hysen.
The left-winger has joined the Black Cats from Djurgarden, the Swedish champions, signing a three-year contract at the Stadium of Light.
In doing so he becomes Niall Quinn's seventh summer signing. Quinn said: "I'm excited about the signing of Tobias.
"He's a good young prospect, a highly-rated international player who I think will do very well in a Sunderland shirt.
"There were a number of top clubs interested in him, so we're delighted he has chosen us."
Hysen is the son of former Liverpool centre-back Glenn Hysen. The 24-year-old said: "I've always dreamed of playing in England, ever since watching my father play for Liverpool at Anfield.
"He knows all about Sunderland and the passion of the supporters here, he encouraged me to join and I'm looking forward to playing for the club."
Gothenburg-born Hysen began his career with Lundby IF in Sweden before moving to Hacken, where he played 66 league games, scoring 13 goals, before joining Djurgarden.
He joins Kenny Cunningham, Clive Clarke, Darren Ward, Arnau, Robbie Elliott and William Mocquet in Sunderland's squad this summer.
