Words "maximum" and "highest" appear in the definitions of value and cost respectively. Why are the words significant to the definitions?

maximum ------ include everything,not just in cash form,though may be presented in $.....
highest ------ you can only choose one option everytime,so there's only one option forgone(cost).....highest = only one.
