all substance are conductors of electricity...
the only difference is there are good conductors and bad conductors...(isloators)

primary...to determine whether it is a gd conductor....consider whether it has free and mobile ions...

besides...it is quite confusing from ur question
chemical cells can also conduct Electricity...
but we will never consider either the cathode or the anode as a conductor...
