How to raise the salary allowed?

Although I earned a lot of money from selling players
and have a balance of 13M,
the salary allowed for players is only 4100.
It is hard for me to sign well-known players.
How can I raise that?

Sorry, I didn't say it clearly...
I have a really high wage budget.
But I can't offer high wage to one player....
Do you understand what I mean?
