A Sao Paulo spokesman said: "Cicinho is in Europe and must be negotiating with a club because his agent is with him.
"But there hasn't been any offer made to Sao Paulo."
However, club president Marcelo Gouvea revealed he would sell Cicinho - at the right price.
He told O Globo TV: "I will do everything to keep the player at Sao Paulo but if the English were to pay 6.68m ($12m) for his transfer there is nothing I can do to keep him."
