Liverpool's Rafa Benitez has also had an offer rejected by Copa Libertadores winners Sao Paulo, but is preparing to make a renewed effort to sign the player in January.
Sevilla have been handed an extension to bring in a new player after Real Madrid matched Sergio Ramos' buy-out clause and signed him minutes before the summer market closed last week.
Lugano explained that his decision to turn down the offers from both Liverpool and Sevilla were not financially driven.
"I do not want to be a hypocrite," he explained. "There were two proposals, but I talked with Juvenal (Sao Paulo's sports director) and decided to stay.
"Before thinking about money, I am committed to playing for Sao Paulo in the Club World Championships and show respect to the fans."
Lugano was linked with a move to Real Madrid at the start of last month, but the Bernabeu outfit bided their time before securing the services of Sergio Ramos from Sevilla.
